Two Doors on One Model: The Fable and Mythos Split

Fable 5 and Mythos 5 are the same underlying model. The difference is entirely in the gate placed in front of it, which makes this the cleanest real-world example of release-as-governance we have seen.
Fable 5 carries safety classifiers that, for a narrow band of requests, fall back to a weaker model, Claude Opus 4.8, rather than answering at full capability. The gated categories are the dual-use ones: offensive cyber, biology and chemistry, and capability distillation. Anthropic says the fallback fires in under five percent of sessions, a deliberate design to keep the tax on ordinary use low.
Mythos 5 is the same mind with the gate removed, released only to vetted organizations through Project Glasswing.
The design is our own thesis in the wild. The capability is identical in both; what is metered is its release. Intelligence held behind a governor for the public, released unregulated to approved institutions. The escapement here is not in the weights, it is in the distribution policy, and that is both the elegance and the fragility of the approach.
