Export Control as an AI-Safety Lever

The mechanism of the June 2026 suspension deserves close reading. It was not a safety recall. It was an export-control order, and its restrictions applied to foreign nationals "whether inside or outside the United States, including foreign national Anthropic employees."
Because a consumer chat product cannot verify a user's nationality in real time, the only way to comply was to disable the models for everyone. A control designed around jurisdiction and personnel produced a global, indiscriminate blackout as a side effect.
That is the preview worth sitting with. Frontier capability is beginning to be regulated with the instruments built for enriched uranium and cryptographic munitions: who may hold it, and where. It is a coherent instinct given genuine uplift risk, and a blunt tool for the job, because it maps national borders onto a capability defined by information rather than geography. The nineteen-day outage was the first live demonstration that these levers now reach general-purpose AI, and that pulling them has blast radius.
