The Rebuttal: The Capability Was Already Diffuse

The most important line in Anthropic's account of the suspension is easy to miss. In its own testing, weaker and widely available models, including Opus 4.8, GPT-5.5, and Kimi K2.7, could reproduce the same vulnerability analysis and exploit-demonstration code that the Amazon researchers extracted from Fable 5.
If true, it reframes the entire episode. An export-control action singled out one model for a capability that was already present across the ecosystem, including in open-weight models that cannot be recalled. You can switch off a hosted product; you cannot switch off a capability that has diffused into models running on other people's hardware.
This is the central bind of dual-use AI governance. Actions target specific, controllable artifacts, but the risk is a diffuse property of the frontier as a whole. Banning one model can be simultaneously reasonable, because the uplift is real, and close to theater, because the same uplift is a download away. Any durable governance has to reckon with capability that no single order can reach.
